Abstract
Twice-exceptional (2e) learners are underserved in American schools. As students who demonstrate both giftedness and disabilities, 2e learners maintain profiles that warrant tailored educational services across special and gifted education programs. Yet, these programs are considered institutionally mutually exclusive as legal mandates create de facto isolation — the antithesis of what is recommended for the students’ optimal development. School psychologists have been identified as professionals critically positioned to support 2e learners because of their specialized skill set, namely in consultation. However, little is known about their consultative practices with the educators who serve 2e learners or how they traverse school systems in the process. In an effort to close these gaps, the first stage of this study investigated the consultation practices of three expert school psychologists in the field through a qualitative, multiple case study. The second stage further explored and verified these practices among a panel of 10 experts using the Delphi Technique. The findings from both stages were then triangulated with the literature, culminating in the Bridging Exceptionalities Framework (BEF) to guide future consultation practices for school psychologists and other school-based professionals.
