Abstract
U.S. Environmental Protection Agency (EPA) Region 8 lacks baseline evaluation criteria to assess administrative capacity within General Assistance Program (GAP) funded tribal environmental programs to ensure accountability and results. Academic literature on performance evaluation and management systems were analyzed to determine the most appropriate evaluation process. Selected EPA tribal continuing programs guidance and Federal grants management rules were synthesized to distinguish patterns in administrative activities by specific management indicators. The results were used to develop evaluation criteria that identify core administrative management functions necessary for successful GAP grant management. Further, to accommodate the variability in tribal programs, the criteria contain questions for Region 8 Project Officers to ask in accessing a tribe's administrative capacity.
