Abstract

The health insurance exchange concept is a major component of the Patient Protection and Affordable Care Act (PPACA). Federal grants fund the creation of exchanges, but states will ultimately be required to finance operations independently. In-depth analysis of the financial plan proposed by one exchange, Connect for Health Colorado, is offered here. Personal interviews with experts in health care policy and finance were utilized to obtain objective assessments of the plan. The results were mixed on the feasibility reflected in the Connect for Health Colorado fiscal strategy, and certain elements of the plan were identified as being highly variable. These factors precluded a definitive conclusion on the strength of the financial plan.
