Abstract
This article argues that in some instances the EU is committed to sustainable development and is actively engaged in substantive actions to achieve it, while in other instances, notwithstanding an outward com- mitment to sustainable development, the commitment is more symbolic than substantive. The article concludes that the effort to integrate sus- tainable development into the CTP is beginning to achieve results and that, in any case, the EU has established a world leadership position with respect to sustainable development, a position that it would be ill-advised to abandon.
