Abstract

Foreign aid is not the most popular government program. As most taxpayers are aware, much of American aid goes to pay bloated salaries of foreign nationals at the United Nations, prop up military dictatorships, or finance giant projects, which do little to encourage greater productivity or economic growth in the countries which receive the aid.
