Abstract

The Colorado legislature is now considering an extraordinary bill that would attempt to form an exclusive interstate compact with other states that would compel them to cast their electoral votes for president in a manner which may be contrary to the choice of the voters in those states.

By binding as few as 11 states to cast their electoral votes for the national “popular vote winner,” states not party to the compact would be marginalized and effectively forfeit all their representation in the Electoral College.
