Abstract
The goal of this project is to establish a communication plan that includes fundamental literature studies of communication strategies as well as a cultural study of a target public. A detailed communication plan is also designed for the Institute of International Education's Rocky Mountain Regional Center (IIE-RMRC) for the purpose of introducing a communication plan to their Chinese target participants. Using research from public relations fields, this communication plan analyzes scholarly knowledge and examines the information to provide IIE-RMRC a better understanding of their target audiences. The development of this communication plan can also be adopted by other organizations as a sample to assist their own communication plans when they enter China or other regions in Asia.
