Abstract
Customer service, innovation, and a continuous improvement to quality are pillars that would give any organization a competitive advantage. Examining the Walt Disney Company, Google, and Toyota, this paper presents a best in breed model called the DIGOTO model for the State of Colorado to implement for improvements in these three areas. Research performed for this paper examines the gap between the DIGOTO model and the current state of organizational culture at the State of Colorado. The paper provides an action plan to allow state government to take a fresh look at establishing a positive and proactive culture which improves the total value proposition for taxpayers.
