Abstract
Two events have dramatically affected the landscape of administrative law since the previous edition of this casebook was published in May 2001. The first of these, the bracing attacks on the World Trade Center of September 11, 2001, led to immediate passage of the PATRIOT Act and concomitant changes in both the structure and the nature of the administrative fourth branch of government. The other event that has impacted administrative law also broke in 2001. The Enron scandal has lead to substantial changes in securities regulation and enforcement but has also, primarily through passage of Sarbanes-Oxley, changed the nature of the relationship between the private company and the government.
